366 Assembly Proceedings, June 2- July 3, 1714.

By his Excellency the Governour and Council in Assembly
June 28th 1714

We think fit to recommend to you that whereas sundry
Statutes of that part of her Majesty's Kingdom of Great Brit-
tain called England have been found very useful & beneficial
within this her Majesty's Province of Maryland both in Causes
Civil & Criminal And for that It has been often observed
that many of the afd good & beneficial Statutes of England
not being local, but seeming General, have some times been
asserted as Law and at other Times denyed as such as well
by the Lawyers in this Province as the several Courts where
they have been pleaded & offered, Which renders the Laws
in this Province very dubious & uncertain, Whither It be not
absolutely necessary the several Courts should be well informed
how to give their Judgmt upon the sd Statutes and therefore
if It be not advisable your House should join with this Board
to state this matter & direct our Agent to procure the opinion
of some of her Majestys Council & other Eminent Lawyers
whither the sd Statutes of England are in force within this
Province or not to the End her Majestys Subjects here may
know by what Rule they walk & the Several Courts of Law
how to render their Judgments thereon

Mr Garrett & five more brought from the House of Dele-
gates a Bill for relieving the Inhabitants of this Province from
some Aggrievances in prosecution of Suits at Law.
By especial Order read in the House of Delegates the first
& second times & Endorsed will pass

Which said Bill was read at this Board.
The Petition of Philemon Lloyd Deputy Secretary of this
Province Charles Carrol Esqr & other Agents & Attornys in
Fact for divers of her Majestys Subjects in Great Brittain read
praying to be heard against the Bill for relieving the Inhabi-
tants from some Aggrievances in the prosecution of Suits at
Law
Ordered thereupon that the Petitioners be heard to the said
Bill to morrow morning at Eleven of the Clock
Mr Garrett and five more Delegates brought the Engrossed
Bill for Settling a Revenue on her Majesty's present Gov-
ernour.
Read & assented to by the House of Delegates Which was
read & assented to by her Majesty's honble Council
The Council adjourned till ten of the Clock to morrow
morning
