350 Assembly Proceedings, June 1-July 3, 1714.

have of late been passed in this her Majesty's province re-
lating to protested Bills of Exchange to the relief of poor
Debtors & which Laws have been injurious to the Property of
her Subjects residing in Great Britain and which for the
Reasons laid before her Majesty by the Right Honourable the
Lords Commrs of Trade & Plantations she thought fit to
repeal
Her Majesty's will & Pleasure is that for the future I do
not pass or give my assent to any Act of Assembly wherein
the Property of her Majesty's Subjects residing in Great Brit-
tain shall be any ways Concerned Unless there be an express
proviso in the said Law that the same shall not be in force in
this Province till after the Expiration of Eighteen months in
time of War and twelve months in Time of Peace
To the End her Majesty's pleasure may be known upon
such a Law before it be put in Execution here

They were unanimously thought fitt & Advised to be forth-
with sent to the House which was done accordingly by Col
Lloyd Col Holland Col Coursey Col Addison Mr Lloyd &
Mr Tilghman who went and returned and said they had deliv-
ered their Message to the Speaker
Mr Tyler and Mr Hoskins brought from the House as fol-
loweth Viz.

June the 22d 1714

This House wanting a Clerk to Supply the place of Mr
Richard Dallam who since last Session of Assembly dyed
make choice of Thomas Macnemara as Clerk of this House
and humbly pray your Excellency's Approbation of him and
that he may be qualified by taking the usual Oaths
Robert Ungle Speaker

Upon which his Excellency was pleased to ask the Board if
they had any objections to the said Macnemara
They were not pleased to offer any Wherefore his Excel-
lency directed Lt Col Tilghman to go down to the House of
Delegates & acquaint them he approves their Choice & wills
them to present their Clerk in order to be qualifyed
Lt Col Tilghman returns & says he has delivered his message

Mr Tyler & Col Hoskins came from the Delegates and
presented Mr Thomas Macnemara to his Excellency to be
qualifyed as Clerk of their House by taking the usual Oaths
according to Law and making the requisite Subscriptions of
the Test & Abjuration Oaths
