towards their Christian Servants and Slaves And that pro-
vision may be made therein that the wilful killing of Indians
& negros may be punished with Death and that a fit penalty
may be imposed for the maiming them.

By this you will observe not only how extensive her Maj-
esty's Care is, to the meanest of her poor Subjects but even
to all others who are so happy as to come under any part of
her Dominions and how extreamly she resents any such Bar-
baritys

Her Majesty requires me to recommend to you the raising
Stocks and building publick Work Houses in convenient
places for the Employment of poor indigent People which I
cannot but believe is absolutely necessary not only to restrain
idle vagabonds but to prevent their being burthensome to
their Several Parishes or Countys

Gentlemen, I have it in Charge to recommend to you to
raise such further supplys from Time to Time as may be
Sufficient for defraying the necessary Charges of this her
Majesty's Government the want whereof may on the least
Emergency be very prejudicial to the publick. You are very
particularly Encouraged hereto by her Majesty's gracious
permission & Direction that the accounts thereof are always
to be laid before you. And to the End the Arms already in
the Country and hereafter to be purchased for the use &
defence thereof may be better preserved & kept ready fixed
on all occasions of Service, Her Majesty commands me to
recommend to your Care and Consideration that fitt Store-
houses be Settled through the Province for receiving and
keeping the Arms Ammunition and other publick Stores

In order to the better Administration of Justice It is her
Majesty's pleasure I should recommend to you the passing a
Law (if It is not already done) wherein shall be sett the Value
of Men's Estates either Goods or Lands under which they
shall not be capable of Serving as Jurors

I have it further in command from her Majesty to propose
An Act to be passed in this Assembly whereby the Creditors
of Persons becoming Bankrupts in the Kingdom of Great
Brittain and having Estates in this Province may be relieved
& Satisfyed for the Debts owing them

Gentlemen, I think it absolutely necessary I should acquaint
you I am strictly enjoined by her most Sacred Majesty's royal
Instructions not to pass any Law or do any Act by Grant
Settlemt or otherwise whereby her Revenue may be lessened
or impaired
