By the House of Delegates
9ber 14th 1713
This House have considered your Message by Colo Holland
and three other of the Members of your Honble Board and
are much surprized to find you put such Interrogatories to us as
we think we are not obliged to answer. We have no Thought
of infringing her Majesty's Prerogative and we believe have
not given any one just Occasion to think so and we are sorry
such Pretences should be made use of to gratify any one or
delay the finishing this Session. We cannot see any ill Con-
sequences will come of our applying our Reasons to the
Queen notwithstanding any Clamour and Noise the Secre-
tary may make we doubt not our just Reasons will be heard.
As for that of granting Licenses to sell Ale Cyder &ta Victual-
ling we take to be a Part of the Power given to the Justices
of the Peace both by her Majesty's Commission & divers Acts
of Parliament. This Affair has already cost the Country a
great deal of Money and us a great deal of Time but cannot
think any Man will blame us for it but those who are the
unjust Cause of it. We take this Proceeding to be nothing
else but a Design of wearying us out of a Resolution we have
so often assured you we could not recede from and to increase
a heavy Charge on the Country which may seem to reflect
on us tho' we hope we shall easily satisfy those whom we
represent what the true Cause of it has been: We pray your
Honours to desist from any more Messages on this Subject
we being already resolved to stand and fall by what our
Gracious Queen shall determine when our Case is made
known to her
