Sent p Mr Worthington, Mr Brooke, Mr Scott and Mr Broome
They return and say they delivered the same.
The House adjourns for an Hour.
According to Adjournment met and present as in the

Morning.

Colo Holland Colo Greenfield, Esq Hall, and Colo Addison
from the Council deliver Mr Speaker the following Message
Viz.
By the President and Council in Assembly
Nov. 14th 1713

On Perusal of the Report from the Conferrence yesterday
we cannot but offer to your Consideration.
Ist Whether any Person may sell, vend or utter any Brandy,
Cyder, Quince Drink, or other Wine without Agreement made
therefor and with whom are the Vintners or Retailers of such
Wines to make Agreement for such License.
2d If the Prerogative has the Power of granting such Wine
Licenses and it be vested in proper Commissioners or Agents
whether the Justices of the County Courts have any Thing to
do therewith

3d Whether it be not a natural Consequence deduced from
the Premises that the Queen may lawfully grant the said Power
and Profits thereof to whom she thinks fit as King Charles the
Second did to the then Duke of York his Brother tho' since
reinvested in the Crown. Vide the several Acts of Parliamt
therefor.
4th What Ordinary Keeper in this Province will desire a
License to sell Beer and Ale only were it in the Power of the
County Justices to grant such Licenses
5th Whether it be not worth your Reflection how much has
been already and what more may be spent on this Debate and
when you can think there will be an End of it whilst the Secre-
tary continues to make his Claim and the Crown espouses it
or how shall we avoid the Charge of calling of an Assembly
together whenever her Majesty shall please to send her further
Commands to them in this Matter. Lastly we desire every
serious good Man who is a Wellwisher to his Country will
consider whether the neglecting her Majesty's Commands
will not only draw her Displeasure upon us but also involve
our Posterity in Misfortunes at present unforeseen which a
reasonable Compliance therewith might have prevented.
