The Upper House. 233

A Bill for relief of Debtors & ascertaining the manner of
Tenders in Tobo
A Bill of directions for the Sherriffs Office in this Province
& for the more Easy paymt of the publick & County Levys
which were assented to by this Board & Sent to the House
by Col Addison
Mr Garrett & seven more brought from their House Viz

By the House of Delegates
November the 9th 1713

Your Message by the honourable Col Greenfield & three
other members of your Board We have read & considered and
are sorry your Honours should think we have any prejudice
against Sr Thomas Lawrence or any other Person And that
we are not allowed to shew our Reasons against the false
Allegations laid against us even to your Board
We cannot think her Majesty or the Lords of Trade &
Plantations will deny us Justice.
We never desired you to approve our Address only sent it
you that you might see our reasons for not passing an Act,
for you wonder we should trifle away so much Time in a thing
the Country will receive so little Benefitt by. We do admire
& believe some persons are less concerned for the Country's
Interest than their own particular.
What Effect our Address may have or the Consequence
thereof We know not but are sure the Granting Sr Thomas's
Request will much impoverish the Country neither can we
think It will lay us any wise under her Majesty's Displeasure
You have Sufficiently Enforced her Majesty's Commands
to us & we have as effectually complyed therewith as is pos-

sible in Equity and Justice to ourselves & Country There have
been many Conferences formerly on this Subject Who always
agreed twas none of Sr Thomas Lawrence's right and there-
fore we cannot now agree to another on this Subject, to trifle
away more time & perhaps spend the Country thirty or forty
thousand pounds of Tobo to as little purpose as in other things
We being resolved to send this Address to her Majesty; and
admire you should insist thereon since you at first refused to
confer or join with us therein.
We beg your Honours not to keep us here to no purpose
unless you resolve to see a fat Church yard & put an intol-
lerable burthen on the Country which they are ill able to bear
Signed p order Rd Dallam Cl Ho Del.
