The Houses message by Col Matthew Tilghman Ward and
thirteen other of the Delegates brought up on Saturday last
being Considered Resolved the following answer be sent to
the House of Delegates

By the honourable President & Council
November the 9th 1713

U. H. J.

We have your Message by Col Ward & thirteen more of
your House on Saturday last now before us, And are sur-
prised to find after we had communicated to you her Majesty's
royal Commands to the Presidt wherein she declares she
Expects you would Enact a Law for appropriating the Fines
on Ordinary Licences to the Secretarys Office, You should
instead of readily obeying her Directions therein desire us to
peruse Your address to her Majesty wherein you offer your
Reasons against It; how far you think they may weigh with
her most Sacred Majesty or the Right Honourable the Lords
of Trade, after the Case so often adjudged, we cannot say but
must be plain in telling you We cannot approve thereof And
wonder in a matter the Country is like to receive so little
Benefitt by, you should trifle away so much time, letting your
prejudice to Sr Thomas Lawrence over ballance the true
Interest of your Country. We desire you will once more
duly consider the Nature of her Majesty's Commands so very
urgent & often reiterated, least your neglect thereof should
lay the Country under her Displeasure when by a chearful
Complyance with what she has dictated you might expect in
proper time to be heard & relieved in a matter you think so
hardly imposed on you. And now that we may not be wanting
in the enforcing her Majesty's Commands and endeavour to
demonstrate the true Interest of the Province We desire you
will appoint such & so many of the members of your House
as you shall think fitt to confer with four of the members of
this Board upon the Subject matter in Hand

this Session has not met suitable dispatch from us or that you
