themselves very ready & willing to join with the Delegates in
any thing that may be reasonably Proposed for the Advantage
of the Country but taking notice that notwithstanding the
most urgent recommendations both from the honourable
President and themselves pressing the Delegates to give
ready Obedience & Complyance to her Majesty's Commands
relating to the Ordinary Licences the House have not yet
acquainted us with any Steps they have made thereto
Resolved the following message be sent them Viz.

By the Council in Assembly
November the 3d 1713

In answer to your Request by Col Mackall and others we
are willing to join with you not only in the Address and
remonstrance proposed but any thing else in our power which
may be for the Service of the Province; But this Board
observing that notwithstanding the most urgent recommenda-
tion to you made by the honble President at the opening of
the Session of her Majesty's positive Commands in Behalf of
Sr Thomas Lawrence her Secretary of this Province you have
not yet acquainted this Board with any Steps you have taken

in complyance thereto we know not what assurance we can
have to meet her Majestys Gracious Favours in any thing tho
never so reasonable which we may request in Concert with
you therefore we once more wish you prudently & cautiously
to consider her Majesty's Commands laid before you and
endeavour by your ready complyance therewith to Entitule
your selves & Country to her Majesty's Grace & favour. For
notwithstanding that we have as deep a sense of the misfor-
tunes of the Country and the insupportable difficultys the
Tobacco Trade labours under and are heartily willing to join
with you in any reasonable Methods to relieve the Province in
its present Exigencys Yet we must needs tell you should you
not pay a just & awful Deference to the royal Commands of
our Sovereign we can have but little Confidence she should
Extend her Bounty & Favours to us
