By the House of Delegates
November the 2d 1713

In reply to your Message this day by the honourable Col
Greenberry this House say they known of no Law to appoint
the Treasurers, & Since your Honours know of no security
given by them We think those officers may the more easily
be discharged for certainly if there be any Law to appoint
them It obliges them to give security and we are of opinion
that the right both of appointing & directing the Treasurers
is in this House And we are Satisfyed no Treasurer ought to
be but what is appointed or at least recommended by this
House and continue no longer than they think fitt, neither do
they think it convenient that a Treasurer should be a member
of her Majesty's honourable Council or be directed any ways
but by this House to pay any mony raised for the Country's
Service

The Council Sate Present as yesterday
The Reply of the House last night by Col Ward & others
being taken into Consideration Resolved the following- Answer
be sent thereto Viz

By the Council in Assembly
Novembr 3d 1713

The present publick Treasurers having been many years
since appointed If there was any Omission in their not giving
Security It lies not at our door tho It may be yet rectifyed.

We find those officers mentioned in Several Laws & par-
ticularly in that now in force for the Imposts on Rum Wine
negros Irish Servants &c And wherein It is expressly pro-
vided They shall give security to render and pay those Dutys
(to them to be accounted for by the Naval Officers) to the
next meeting of Assembly
As for a Treasurer being a member of this Board we can-
not see how It renders him the less Serviceable to the Country
or any ways more immediately lyable to any Command in
relation to his office from this Board nor have we ever taken
upon us without your Concurrence to direct the Treasurers to
pay away any of the Country's Stock in their Hands And if
you are pleased to peruse the Act imposing 3d p hhd to the
