216 Assembly Proceedings, Oct. 2 7- Nov. 14, 1713.

To the first part whereof the Delegates had expressed their
opinion that they thought it very reasonable the Treasurer
should take the Gold and as to the Latter part that the offer
was very generous to save the Country the Charge of 3 p
Cent and that the Treasurer is such an Officer as may very
well be spared especially if all the Naval Officers give very
good Security — It not being known what Security the present
Treasurers give

The said Petition was Endorsed Viz.

On Consideration whereof this Board do direct the publick
Treasurer to take the Gold received by the Naval Officer but
as to laying aside that Officer he being appointed by Law
We cannot consent thereto especially if he gives good security
for his Office and notwithstanding the Offer of one Naval
Officer to bring the mony to Annapolis and pay it to such
person to whom the same shall be ordered by the Committee
for appointing the publick Levy the Rest of the Naval Officers
may not be willing thereto We do not know of any Security
given by the Treasurers of either the Eastern or Western
Shoars for the discharge of their Offices; and sent to the
House by Col Greenberry with Mr Rousby's petition

Mr Cheseldyne & Mr Whittington brought up the Bill for
killing Wolves &c with the Amendments proposed by this
Board which was read again at this Board Endorsed will pass
and sent to the house by the Honourable Col Addison

Came Col Holland & Col Tilghman & were added to the
Board

The Petition of Mr John Rousby Naval Officer of Patuxent
praying the sense of this Assembly whither It be his Duty
to bring what mony he receives for Country Dutys to the
Treasurer at Annapolis or that the Treasurer should fetch it
from the Naval Officer; and in Case the Naval Officer is obliged
to bring it up, in case of any Robbery or miscarriage It may
be at the publick Risque being read; It is the opinion of this

Board that whereas the Naval Officer is obliged to account
with the Treasurer and by the Act imposing 3d p hdd to the
Country pay him for the Duty he receives, 'Tis the Naval
Officers Business to bring the mony to the Treasurer as usual
but as to the risque of Miscarriage in bringing it up we refer
that to the Consideration of the House of Delegates which
was Endorsed so and was Sent to the house by Col Addison.

Lt Col Matt Tilghman Ward and five others brought up
the Message following Viz.
