148 Assembly Proceedings, Oct. 28-Nov. 15, 1712.

L. H. J.
Lib. 41

Yesterday sent up to the Honble Council for their Concur-
rence.
The Honble Colo Holland, Colo Greenberry, Colo Addison
and Colo Tilghman enter the House and deliver Mr Speaker
the following Message.

By the Council in Assembly
Novembr 4th 1712.

In Answer to your Message by Mr James Lloyd and six
other of your Members wherein you expre& your Surprise
to find the Bill proposed for reviving the Act relieving the
Inhabitants from some Aggrievances &ta returned with such an
Indorsment thereon from this Board we must affirm that upon
the most deliberate Consideration we are induced to believe
the said Law is not enacted by a sufficient Authority and there-
fore it would be altogether in vain to offer at the reviving
thereof. Altho' your good Opinion of our sincere Intentions
for the Service of the Country shews more Reflection than
Judgment, and notwithstanding it merits a particular Resent-
ment, yet we shall so far consider the Interest of the Province
to shew you how essential we take it for it's Welfare we
should cultivate a good Understanding with you that at pres-
ent we shall pass it by and not neglect any Thing that may
be reasonably proposed for the. Ease and Benefit of her Maj-
esty's Subjects And therefore since you think this Law so abso-
lutely necessary at this Juncture, if you desire it we shall not
refuse a Conferrence with you concerning it. This Board
not having any Objections to the easing the good People but
being desirous to supply some Deficiencies and obviate other
Inconveniences therein which we were unwilling to enter upon
this Session expecting the Arrival of a Governor in Chief in
a short Time who we cannot but believe will be more fully
instructed in her Majesty's good Pleasure towards her Subjects
here than the Honble President at present is of which you
might allow us to be more competent Judges than your House.
Signed p Order Wm Bladen Cl. Council

Which being read and debated Resolved the House will still
insist upon the passing the Act and that a Conferrence be
desired with the Honble Council and ordered the following
Message be sent for that Purpose

By the House of Delegates
5th Nov. 1712

In Reply to your Message this Day by the Honble Colo
Holland and three other Members of your Board, this House
