the Council and Assembly and not the President Council and
Assembly and therefore having declared them not Enacted by
a Sufficient Authority and this Bill aiming to revive another
Enacted in the same Manner it will be contrary to what her
Majesty has been pleased to notify to us and of none Effect.
And forasmuch as the said Bill curtails the Jurisdiction of her
Majesty's Courts we cannot think it safe for us at this Time
to reenact such a Law but when a Governor in Chief comes
fully instructed we shall readily join with you in representing
to him what may be for the Benefit and Advantage of this
Province

Bill reviving the Act imposing three Pence p Hhd on
Tobacco &ta Indorsed —

the making the Act to be revived being inserted in the Body
of the Bill tho' omitted in the Title thereof
Signed p Order W Bladen Cl. Council.

Read again in the House, the Amendments agreed to and
past for ingrossing

Bill imposing three Pence p Gallon on Rum, Wine, Brandy
and Spirits and twenty Shillings p Poll on Negroes and Irish
Servants Indorsed,

By the Council in Assembly
Novr 3d 1712

Read in Council the first Time and will pass the Time of
the making the Act to be revived being inserted in the Body
of the Bill tho' it were omitted in the Title thereof.
