to acquaint you her Majesty's Royal Instructions have re-
strained me from passing any Acts in Absence of a Governor
in Chief but what are immediately necessary for the Preser-
vation of the Peace and Welfare of the Province without her
Majesty's particular Order for that Purpose Which being prom-
ised I am persuaded you will acquiesce in her Majesty's
Commands and not expect me to act contrary to what I am
so strictly charged with.
Mr Speaker desired the Honble President he might have a
Copy of what he had pleased to declare to him and the House
for their better Information which his Honour was pleased to
grant and Mr Speaker and the rest of the Members return to
their own House
Mr Speaker took the Chair and the House made Choice of
Richard Dallam to be their Clk
Ordered Mr Daniel Mariartee and Mr James Lloyd go and
present him to the Honble President and Council for their
Approbation and to see him qualified. They return and say
the Honble President and Council approve of the Clerk and
that he is qualified
Resolved Mr Richard Young be Serjeant Attendant to this
House and Moses Adney Doorkeeper
The Rules of the House Read, agreed to, and set up.
Resolved the House meet every Day at Nine in the Morning
and continue sitting 'till four in the Afternoon
Resolved Eighteen Members and Mr Speaker be a sufficient
number to proceed on Business this Session
The House proceed to name their several Committees Viz.
For the Committee of Laws Mr Samuel Worthington, Mr

For the Committee of Privileges and Elections Mr John
Mackall, Mr Richard Jones, Mr Henry Ennalls, Mr Henry

For the Committee of Aggrievances, Mr Robert Tyler, Mr
Daniel Mariartee, Mr Covert Lockerman, Mr Amos Garrett
and Mr John Whittington.
For the Committee of Accounts, Mr John Leech, Mr Joseph
Hill, Mr Edward Scott, and Mr Greenfield.
Read the Honble President's Speech, and Ordered Mr James
Frisby and Mr Roger Woolford consider thereof and prepare
an Answer thereto and report the same to the House to
Morrow Morning
