This Board have considered the Indorsement by the House
of Delegates on this Bill and cannot consent to the lessening
the Securitys especially having so eminent an Example of the
great Caution us'd by the Parliament of England to secure
this Branch of her Majesty's Revenue and in Case the Condi-
