Friday Sepr 15th. 1704.
The Council Sate Present as yesterday

Major Lowe from the house acquaints his Excy that the Con-
ferees from the House are ready to join those of the Board.
Ordered that the members of this Board appointed go upon
the Conference who accordingly went
Col Smallwood with three other members with Mr Coursey
a Delegate for Talbot County to see him sworn who took and
Subscribed the Test and Oaths
Mr Skinner and two other Members bring the following
Bills from the House vizt
Bill declaring how naturalization Fees and of other private
Laws shall be proportioned
Bill prohibiting importation of Bread &c from Pensilvania
Dowlin's petition to ronfirm Land &c.
Bill encouraging the Inhabitants to adventure their Ships &c
Bill appointing Court days
Bill ascertaining the Gauge of tobacco hogsheads
The following Message is sent to the House by Col Addi-
son Col Hammond Col Jenkins Mr Sanders and Mr Cheseldyn
By his Excy the Governour & Council in Assembly
In answer to the houses message by Mr Greenfield and five
other members delivered to his Excy last night is sent you a
Copy of her most Sacred Majesties royal Instructions to his
Excy the Governour and we Conceive that the Reasons of the
said Instructions are very obvious for that if her Majesty shall
be pleased to disassent to any particular Law or Laws the
whole body of them thereby may not be repealed as having
but one assent to the whole

Col. Maxwell and five other members bring up from the
House their Concurrences to the Message about Mr Alexander
Hall and the following Message Viz.

Tho we have hitherto been silent to one part of his Excys
Speech touching the incommodiousness of your House It
has not been without a due Concern and hearty desire to do
all that in us lyes to make our Actions acceptable to so good
a Governour as you approve your Self to us

We have seen the restraint her Majesty has laid on your
Excy and how far she is pleased to permitt your Excy to accept
and us to give
