By the House of Delegates Sepr 14th 1704

The Committee of Aggrievances reported that the Lord
Baltimore's Agents do exact four hundd and Eighty pounds of
Tobo for every hundred Acres and Refuse to give Patents for
the Land till the Purchase mony be payed
Thereupon it was ordered that Mr Charles Carrol one of his
Ldships Agents have notice to attend this House to shew by
what Authority he requires the Same. And accordingly he
appeared this morning and said he had such Instructions from
the Lord Baltimore that he gave publick Notice thereof and he
produced and gave in a Copy of such publick notice and says
the reason why his Ldship requires two hundd and forty
pounds of Tobo more than usual was because one half of the
fees due to his Lordship's officers on such Warrants and grants
was taken from them and given to her Majesties Secretary but
that if it may be thought fit to restore the Land records and the
Fees to his Ldships Officers that additional two hundd and
forty pounds of Tobo shall be immediately taken of and no more
required for the same and that the said Records shall be put
into such Persons hands to keep as shall be from time to time
approved on by his Excy the Governour and Assembly and an
oath & good security given for the faithful and careful keep-
ing of them upon Consideration whereof It appears a great
aggrievance to the good People of this Province and discour-
agement to the People of it to pay double price for their Land
and almost double Fees for their Patents and since it is pro-
posed to be remedyed and Sufficient Caution be given for
Safe keeping the Records we humbly pray your Honours that
a Conference may be had on this Subject and the Persons now
Joyned in Conference upon the Business of New York may be
Charged with this when the other is dispatched

The said Gentlemen also bring up a bill for confirming to
the Governt of this Province the antient Duty of three pence
p Tonn on the Burthen of Ships and Vessels.
A Bill for Confirming the Proceedings of the several Courts
from the Death of his Excy Lionel Copley Esqr late Governour
of this Province until the Arrival of his present Excy Governour
Seymour.
Ordered that the said Bills lye on the Table to be read to
morrow morning.
The Board adjourns to nine of the Clock to morrow morng
