inclination to do all persons having Occasion to applye them-
selves to you equall Right.
And if it be considered that very few or none besides
Surveyors Sherriffs Clks and the Promoter of the said Act
have received any Benefitt thereby, but on the contrary a great
many thousand pounds of tobo have been expended to no
purpose by the Inhabitants of this Province in pursuing in
vaine the directions of that Law for reliefe.
It may be hoped that all the Contrivances of a person
knowne to be somewhat Stiff & tenacious of the Conceptions
of his owne Brayne, tho' in the Opinion of others (with respect
to his Character be it Spoken) as well grounded in Knowledge
as himself; Such Conceptions carry little weight may not be
Sufficient to keepe on foot any longer an Act which in
Several Branches thereof is Prejudicial as well to the Lord
Proprietors as the Peoples Right. All which considered I
humbly desire that your Exncy will be pleased to reporte
what your Exncy shall see fitt in the matter to the Lords
Comissioners of Trade, and that a Copy of Such Reporte
may be for the Proprietarys Perusall delivered to
Yor Exncys most humble &
most obedt Servt

The said Memoriall sent to the house of Delegates who
are desired to give an Answer thereto this Session this
matter having been so long referr'd & delayed.
Came Lt Col: Aisquith and Mr Joseph Ennalls and brought
up a Bill restrayning Papists from purchassing Protestant or
reputed Protestant Servts & for preventing fornication Comit-
ted by white Servts working in the Ground &c.
And a Bill for investing certaine Lands in John Whit-
tington and his Heirs which was read & pas't & Sent to
the house by Colonel Hamond & Col Jenkins together with
the other Bill endorsed thus vizt.

Aprll 11th 1706
This Bill being read at the Boarde and observed that
there are two things of different natures couched in one &
the same Law. His Exncy in Reguard to her Matys Royall
Instructions cannot consent to the passing thereof therefore
It is recomended that these two matters be remedied bv
different Laws
