This House prays Leave to represent to your Excy & her
Majesty's Honble Council that they are hugely impaired and
prejudiced in their Interests and the whole Province much
impoverished by the Traders who come hither, by single Ships
one after another before the general Fleet appointed to come
hither And if they are suffered to depart as soon as they are
loaden they will be in Danger of the Enemy to be taken and
so will feed them thereby prejudicing her Majesty's Interests,
and if they get safe serve no other End but their own but ruin
the Market as to others and is a direct Prejudice to her
