Major Lowe and three other members bring from the House
the following Message

By the House of Delegates Sepr 12th 1704

This House have read and Considered the message touch-
ing the Bill for regulating ordinaries on the back of the bill
and if the making the Law for a short time as proposed by
the honble Council is thought of weight to move this House
to Consent to them additional words we hope may have as
Strong Effect to move your honour to Concur with the house
in leaving them out for so short Time for since by the Time
her Majesties Pleasure can be known the Law will Expire, and
'tis agreed that 'till then the fines arising shall be applied to
the Counties and therefore tis but saying what we all intend
to do and this method proposed is altogether new and that
Contained in the bill agreeable to all other Laws but not one
in the whole province having such a reserve nor can we sup-
pose that her Majesty enjoyns any such reserve, but in what
shall be reserved to her Majesties Governour and therefore this
House does earnestly pray the honble Council's Considera-
tions and Concurrence with this House therein

Came Mr Smallwood and Mr Foulke and Mr Delahide with
the following Bills to wit

A Bill for the publication of all Laws read the first time and
this board do believe parchment is very difficult to be got at
present and that good Paper is better in this Country

A Bill declaring that the altering or scratching out of the
mark of Tobo or altering the quality thereof after received
without lawful order or warrant shall be deemed and adjudged
felony read the first time

A Bill against Engrossing and regrating read the first Time

A Bill for limitation of certain actions for avoiding suits at
Law read the first Time

A Bill appointing Constables and what relates to their
offices read the first time
