& if they are Suffered to depart as soon as they are Loaden
they will be in danger of the enemy to be taken and so will
feed them thereby prjudicing her Matys Interest and if they
Gett Safe Serve no other End but their Own but Ruine the
Markett as to others and is a Direct Prjudice to her Matys
Subjects here.
Therefore we do humbly pray Yor Exncy that no Shipp or
Vessels Bound for Europe with Tobacco may be Cleared untill
Sufficient Convoy shall Appear to take Care and Charge of
the homeward or untill such time as Yor Exncy in Your Wisdom

in laying a Genll Embargo upon all Shipping untill a Sufficient
Convoy arrives from England the Strumbilow not being
thought Sufficient.

Tuesday May the 22d 1705
Councill Sate Present as Yesterday in the Afternoon

His Exncy proposes that the house will Appoint some of Their
Members to Confer with four of this Board in Relation to the
Prisoners now in Goale the present Guard on the publiq Mag-
azine & Prison And the Rangers on the frontiers of the
Potomeck. What shall be done with the said Prisoners
whether the Guard on the Magazine and prison & the Rangers
on Potomeck shall be longer Continued upon those Services,
what Number to be Continued, or be Totally disbanded.
Which Proposal was sent to the house by Col Lloyd & Mr
Coursey.
Col Addison Mr Brooke Mr Smith & Mr Cheseldyne being


Chosen to go on the Conference Mr Brooke upon a ffrivolous
Occasion ask'd Leave to go home therefore ordered Coll
Hamond be Appointed in Mr Brooks stead
Mr Dallahide & Mr Fowkes bring from the house the foll
