Mr Speaker.
The parragraph under written came in A letter to me from
an Eminent merchant in Lond Dated the 16 Febry 1703/4
Sr I must by the by hint of A Designe new York hath of
making All the Collonys tributary's unto 'em in order to Sup-
port or rather to enrich them and they seem to push the thing
for the f as to have A number to be chosen out of All the
Northern and Southerne Governments to represent those Col-
lonys and meet at New York instead of their owne Assemblys
and to have one Viceroy and Genll of all the forces of the
Continent And that of Virginia & Maryland &ca to be depen-
dants under them A project to this Effect is lodged with the

And that A Message be sent for that purpose.

This house returne Your Excy their humble thanks for the
intimacon You were pleasd to give of A designe forming
against our Constitucon and Your Explaining the same by the
message this day seiu by the honoble Robert Smith and Iohn
Hamond Esqrs and pray that you will Allways preserve the
same tender reguard for us Which wee'l endeavour to deserve.

Skinner.
They returne and say they deliverd their message

and delivers Mr Speaker the following message

By a good providence And the cheerfull Assistance of the
publiq and other worthy Gent the Church in this towne is now
in such forwardness that (with the blessing of Allmighty God)
we have proposd to have devine Service cellebrated therein
upon Sunday the 24 Instant At wch time the Sacrament will be
Administred Therefore to the end wee may open the said
