In the last Paragraph of his Lordships said Lre in answer c. P. to One of his Excellency's he says he has told him before in the same Letter his Opinion of Papists and the law, And that he flatters himself by his Management all grievances will be redressed and that he will Continue Cheerfull in his Imploy ment Whereupon his Excellency declares to the Councill that he takes himself to be very much honoured by this Paragraph of his Lordships Letter and is Intirely Satisfyed his Lordship had no intention to promote any Papist but that what Mr Carroll had obtained was purely by Surprize as his Lordship is Pleased to Observe. His Excellency says he has not yet acquainted Mr Carroll with what Comands he has received from his Lordship but believes now the Councill is sitting it may be a proper time Mr Carroll may be sent for and acquainted with what his Excy has Comunicated to the board And which may be more Sat isfactory to be now done in regard the method Mr Carroll had used to gain those Comissions from their Lordships by Surprize had generally given great Dissatisfaction to the Country. And the Question being put whether Mr Carroll shall be sent for or not, Resolved and Ordered that he be sent for Imediately to appear at this board, which was accordingly done And the said Mr Carroll Appearing at this board was made Acquainted of his Lordships Intentions and of the minutes of this days Proceedings relating thereto, to which he says he shall readily Submitt Mr Carroll having given his Excellency from under his hand that he woud not Pass any Patents but where he shou'd receive half the fees for the Seale Is Told by his Excellency that his refuseing to Pass Patents with him gives great Obstruction to his Lordships land Office and to the People Concerned therein. And that rather than the Country shall suffer he is willing to let the fees lye uncol lected till their Lordships shall decide the dispute. Mr Car roll says he had always a Moiety of the fees for the Seales of Patents allowed him by the Kings Governours And that he has Instructions to finish all business which was depending in his Office before his last Arrivall upon the same terms as he formerly used And that those things will not be finisht in Seven Years In Answer to which his Excellency was pleased to tell him that as he is the keeper of his Lordships great seale he has a right to the whole fees And that as to Mr Carrolls pretence of right to half the fees allowed him by the Kings Govern-
