in all Ports of all Goods and Comodities imported from thence, P. R. o. and from and to what places they come and go, and that a yearly account thereof be transmitted by you unto Us by one of Our principal Secretaries of State and to Our Committee for Trade and Plantations. You are to take especial care that all Tobaccos shipt in Maryland from what part soever they come that they pay Maryland dutys. And whereas great losses have been susteined by Our Sub jects trading to Our Plantations in America by ships sailing from those parts without Convoy or in company with other ships whereof they might be protected from their enemies, by which meanes many of them have been taken by the French in their return to England. To the end therefore that the ships of Our subjects may be better secured in their return home. Our will and pleasure is and we do hereby strictly charge and require you to take care that during this time of war, no ships trading to that Province be permitted to come from Maryland to England but in Fleets or under the Convoy and protection of some of our ships of war or at such time as you shall receive notice from hence of their meeting such convoy as may be appointed for the bringing them safe to some of Our Ports in this Kingdome, and in case of any danger, you are to expect directions from hence, what precau tions shall be necessary for their security. You are to suppress the ingrosing of Commodities and to settle such Orders and regulations therein with the advice of Our Councill as may be most acceptable to the Inhabitants. You are to give all due encouragement and invitation to merchants and others who shall bring Trade unto Our said Province or anyways contribute to their advantages in par ticular to the Royal African Company. And you are to take care that there be no trading from Maryland to any place in Aifrica within the Charter of the Royal African Company and you are not to suffer any ships to be sent thither without their leave or authority. You are carefully to observe all the Articles contained in the Treaty for composing of differences and the establishing of Peace in America concluded at Madrid the 8/18th day of July 1670 with the Crown of Spain. And in case any private injury or damage shall be offered or done to any of Our Subjects in those parts, by any of the subjects of the King of Spain, or of any other Prince or State in amity with us, you shall take care to give Us an Account with all convenient speed by one of Our principall Secretaries of State, and to Our Comittee for Trade and Plantations, and not to permitt or encourage repairations to be sought in any
