Inhabitants out of this Province this Board Conceive is not
According to the proposall for tht it was not intended to
debarr or hinder any persons that were intended to depart
the Province as the house Seemes to inferr but against Such
as perswade & entice the people out of the Country by
Sinister and specious pretences as is well knowne not only to
Some of his Majties Honble Councill but alsoe to Severall of
the members of the house of Dellegates hath been practised
& done Wch thing is reckoned to bee one of the greatest
Grievances now in this Province and highly Necessary to bee
discouraged by some such Meanes.

As to the Resolve of the house about Grievances if the
house doe not think themselves Obliged that the Grievances
of the Country should bee Communicated hither, this Board
doe not think fitt to take Notice of them in the way now sent
to bee reckoned as Grievances.
As to the short answere made Concerning the Indians
affair. This Board doe take it to bee an Essentiall part in all
parliamentary proceedings to either Assent or dissent to
every individual Article Reported by any Committee without
wch his Excellcy Cannot proceed Any further in that Matter
therefore does in his Majties name Command the house to
give a direct Answere to every particular Article Reported by
the sd Committee yet vnanswered for want Whereof if any
Mischief should happen to Ensue or Murther or other Vio-
lence bee Committed by the Piscattaway Indians (wch God
forbid) the same will bee Laid to the Charge of yor house

A bill for Rectifiing the ill practicess of Attorneys being
againe Considred wth Severall Remarques thereon, the sd Bill
is further Referred to be Considred of in a Conferrence, And
the Honble Sr Thomas Lawrence Colonel Robotham & Esqr
Tench in ordr thereto, and Carry wth them the said bills,
together wth the othr bills & resolves now answered.

March the 30th 1698.

The Councill againe Sate and were psent as yesfday
The Gentlemen yesterday appointed upon the Conferrence
went downe to the house wth the bills remarkes and other
papers &ca to whom were Joyned by ordr of the house Mr
Philip Clarke Mr James Crawford Mr William hansley & Mr
Simon Wilmr who mett accordingly att the house of Sr
Thomas Laurence Bart and proceed to debate and Confer
upon following heads remarked,—and First as to venires. It
is agreed that instead of the word venire the words Sumons
or any other process be Inserted directed either to the Sherriff
or Cunstable at the discretion oi the Court.
