The Council again sate and were prsent.

James ffrisby Esqr

The heads of the Militia law lately drawne up by his Matys
honble Councill being fairly writt out together with three
Sevrall Answers of this Board last Saturday drawne up being
perused were sent to the house by the honble Colonel Robo-
tham & Esqr Frisby.
Who returne and Say they have delivered the Message.
The Report of the Comittee about the Church & ffree School
with the Resolves of the House thereon being read the follow-
ing Remarques by this Board are made thereon.
Vizt As to the Houses Opinion to Capt Hollands paymt of
the tob: as they were last Sessions 1697.
This Boarde are of the Same Opinion as the Gentn of his
of his Matys honble Councill were of the last Assembly do agree
with the Reporte of the Comittee as to the rest of it accord-
ing to the Sevrall Resolves and Concurrences of the House
of Delegates.
This Board having taken into their serious Considracon
One Clause of the Rt Honble the Lords Comrs Letter in rela-
tion to the Duty of ten p Cent upon European Goods carryed
from hence to pensilvania. It is demanded by his Exncy that
the Gentlemen of the Councill would give their Opinion
whether the said Imposition was an Obstruction agt Exporta-

tion of European goods from England to that place, Who
having well weighed the said Matter do unanimously agree
that the Same is no manner of Obstruction at all.
As to that parte which mencons some partiality used in the
Execution of that Law, this Board do referr to the Sev'all
proceedings in Assembly any ways tending that way.
It is proposed that for the Encouragemt of the people of
this province a law be made that all psons actually inhabiting
and residing within this province may have liberty to importe
Rume and other liquors from pensilvania paying only gd p
Gall: therefore.
Produced and read a letter by his Exncy reed from the Rt
honble the Comrs of his Matys Customes dated the 26th of
March 1697 Concerning a Certain Ship called the Saml and
Mary of Biddiford Danl Hayns Mar having given a Naviga-
