In Council 12th May 1778.
Sir
One John Pennington of your County was taken up as a
Vagrant by Stanly Cook and John McKeele and brought
hither in the Galley. There is no Adjudication of his being
a Vagrant transmitted with him and the Man disowns that
he is a Person of that Character or that he has been before
any Officer. We request you Sir to make Inquiry into the
Matter, that Pennington may be sent back if he has not been
already adjudged, and have the Hearing that the Law and
Justice require, or if he has been adjudged, that the proper
Certificate may be returned. We are &ca

We inclose you an Order for the impressing of Waggons;
it is much our Wish that this Burthen should be so divided as
to interfere as little as possible with Cultivation. As to the
Difficulty about Flower Casks, we cannot so easily remove it.
