County, that Jeremiah Baron & Andrew Miers, two of the
Militia who were on the Guard of some British Prisoners to
Wilmington, were there, by the Orders of a Regular Officer,
for a trifling Inattention which he was pleased to consider as
an Insult, forced and confined in a Guard House and that, an
Application by Capt Watkins who commanded the Militia
Guard, to you, as a Magistrate, you shewed a Disposition
which must be approved and commended. An Injury of this
Sort, however mortifying to the Individuals who suffered it,
considered abstractedly, would not deserve our Interference,
but as connected with its Consequences claims our Attention.
We therefore request you Sir, to favor us with a State of this
Matter, so far as it is within your Knowlege, that, if it was in
the arbitrary and aggravated Manner mentioned to us, we
may be enabled to represent it properly to Congress.

In Council Annapolis 16th Augt 1779
Sir.
We cannot but feel for the Treatment of Jeremiah Baron
& Andrew Miers at Wilmington; be pleased to have their &
Capt Watkins's Depositions taken fully and circumstantially
and transmitted to us. We write to Mr Bush to send us a
State of the Transaction as far as is within his Knowlege
and purpose to lay the Whole before Congress, not doubting
but that it will be there viewed in the same Light as it is by
you & ourselves. We have no Doubt but that even if the
Satisfaction which is due, should not be obtained, the Militia
on cool Consideration, will not be backward to afford their
Service when it may be necessary. From your not mentioning
your Rec' of our Letter of 2d Inst it may have miscarried,
wherefore we inclose you a Copy of it, pray forward Mr Bush's
Letter.
