[Council to R. Buchanan and others.]

Circular. In Council Annapolis 16th July 1779
Sir.
We just now received a Letter from the Honble Govr Morris
Esqr desiring that 5000 of the 10000 Barrls of Flour purchased
by this State, may be forwarded to William Smith Esqr of
Baltimore; we therefore request that you will forward all the
Flour purchased under your Appointment now in your
Hands with proper Invoices to Baltimore, addressed to Mr
Smith and that you will finish this Business as quick as possible
and make a final Settlement of your Accounts, that we may be
able to settle a General Account with the Congress, it is the
more necessary, as the State is like to be considerably in
Advance 'til that is done.

[Council to W. Smith.]

In Council Annapolis 16th July 1779
Sir.
A few Days ago we recd a Letter from the Presidt of Con-
gress, covering a Resolution of the 6th Inst of which you have
a Copy inclosed. We send you a Permit corresponding as
we think, with the Idea of Congress. If the Vessel could stop
here, perhaps it might add to her Security to have from hence
a Certificate at once indorsed on her Manifest, that she was
suffered to export the Cargo, under the Recommendation of
Congress, but if she cannot conveniently stop, it will be well
that the Capt be furnished with the inclosed Permit and Copy
of the Resolution of Congress. You have inclosed a Copy of
Mr Morris's Letter recd by this Day's Post: in Consequence of
it we have wrote to Mr Buchanan, Mr Govane, Colo Dallam,
Colo Henry of Kent, Cols Hemsley & Thompson of Queen
Ann, Capt Richardson & Majr Brooke of Montgomy Mr Wm
McBryde of Somt & Colo Isaac Perkins of Kent to send you
without Delay what Flour they have & instructed J. W.
