[Council to Delegates in Congress.]
In Council Annapolis 4th June 1779
Gent.
The Recommendation from Congress to raise 45,000,000
of Dollars and a Letter recd from Genl Washington strongly
pressing the Necessity of filling up the Quotas of Troops, may
probably occasion our calling the Assembly sooner than we
designed. The recruiting Service has not been altogether
without Success, though it would have been much better had
it been entered on sooner, or even, had Cloaths been sent
down as we pressed. If this Subject should come before the
Assembly, it is very natural for them to expect to have a full
Knowledge of the State of the Maryland Troops and to see
too how the other States have filled up their Quotas: we shall
not be able to give them the necessary Information without
your Assistance, and we request you'll send us the Summary
of the last Returns of the Army, if you are at Liberty to do so.
We have been obliged to furnish the Officers and Men, down
on the Recruiting Service, with several Articles of Cloathing
and the Recruits with more; this seems out of the Line of the
Resolutions of Congress, but, we expect, the Necessity will
justify the Deviation and that the State will be allowed; advise
us if you think otherwise.
