In Council Annapolis 3d June 1779
Sir
Having certain Intelligence that the Enemy have left our
Bay, we desire you will immediately have the Remainder of
your Wheat brought down to the Mills and ground up and
there stored until further Orders.
We are &ca

[Council to Col. S. Smith.]

In Council Annapolis 3" June 1779
Sir.
We are ascertained that the two Ships in the Bay supposed
to be british Men of War, are French Merchantmen bound to
Balto Governor Henry's Letter & other Intelligence from
below satisfy us theres no Enemy in the Bay. The Fleet
expected from old France and now said by these Vessels to
be much stronger than we had before understood, may be
hourly expected according to the Accounts from these French

Ships. Under these Impressions & as we cannot refit the
Balto6 & Johnson, without an apparent Necessity, they being
ordered to be sold, we have declined sending them to Balt0
and have ordered the Men back who were sent for their
Removal we shall prosecute the Accoutriments 'til we get a
Plenty for what Musquets we have & send a Sufficiency of
them to Balto We are &ca

the Bay, we think it proper to put a Stop to the Removal of
the Public Flour from Baltimore
