[Council to Gist.]
In Council Annapolis 3d June 1779
Sir
We received yours of yesterday last Night, the Dolphin has
just returned. She has been on Board the Ships supposed
to be British Men of War; they prove to be two French
Ships of 20 Guns each from Cape Francois to Baltimore with
Salt and other Merchandize: They had twelve Days Passage;
they say the Fleet from old France for this Bay, may be
hourly expected. Our Bay being now certainly clear of the
Enemy, the Militia must be discharged of Course. The
Force assigned by the Genl Assembly to be stationed at
Baltimore, is all that we can keep there, under the present
Circumstances. We are very much obliged by your Promp-
titude to repair hither on this Occasion and are very glad
that you are so soon at Liberty to return

Sir.
The Dolphins Return has entirely quietted our Apprehen-
sions with Regard to the Ships in the Bay, they prove to be
two armed Frenchmen of 20 Guns each from Cape Francois
for Baltimore with Salt & other Goods: that give Hopes that
the Fleet for this Bay from old France will arrive very soon.
Governor Henry's Letter and other Intelligence having
ascertained us that the Bay is clear of the Enemy, the Militia
if any collected, must, of Course, be discharged. We request
you'll advise us whether you have got, or are likely to get,
the Arms &" from Cecil, we have got workmen employed
on the Cartridge Boxes and shall prosecute it. Genl Gist
& Colo Smith both recommended Becons as Signals, we wish
them to be erected
