the last Session, the General Assembly came to another Resolu-
tion for recruiting the Maryland Quota of Continental Troops,
a Copy of which we inclose you, this enables recruiting for the
Maryland Continental Regiments only. We have no Discre-
tion in this Business, the Direction of the Assembly is the Rule
of our Conduct, from which we are not at Liberty to deviate.

[Council to Henry.]

In Council Annapolis 20'h April 1779
Sir.
We shall immediately send off to Philadelphia for Money,
and order a Sum to be left in your Hands, on its Way down;
we should have sent it you by Capt Wilson, but our Treasury
will not afford it. The Purchase of Wheat and Flour now
makes a Demand on us of upwards of 100000£. We shall
write to Mr Dallam to keep in his own County, he purchased
for the Continent before our Appointment of him & we are
sure, whatever he purchases goes fairly to the Continent; your
State of the Delaware Purchasers shall go to Congress. So
soon as you get any Flour ready, send it forward to the Head
of Elk, as it may go on to Philadelphia and have the Wheat
you purchase made into Flour as quick as possible; we imagine
the Bran & Shorts only ought to be taken out. We wish you
to make your Contracts for a certain Price to prevent Disputes,
Capt Wilson says he believes you give 2 j a Pound for Wheat;
if you can go on at that Rate, we wish you to engage it. You
shall very soon be furnished with Money.

In Council Annapolis 20th April 1779
Sir.
We received your Letter by Mr Wilson last night. Our
Treasury will not bear any considerable Advances at present;
the immediate Demand for the Purchase of Wheat and Flour
exceeds 100000£. We shall send off to Philadelphia to Day
or, at farthest Tomorrow, for Money, and order Part of it into
yours & Colo Henry's Hands, on its Way down. What

Wheat you get, we wish you to have manufactured into Flour
with all Dispatch, we imagine only the Bran & Shorts ought
to be taken out; Your Flour, send forward as quick as possible
to the Head of Elk, as it may be sent on to Philadelphia. We
