Officers under him having engaged from the same laudable
Motive and your Inclination and our Judgement having been
consulted in offering and manning the Chester we entertain
the most sanguine Hopes of perfect Harmony prevailing and
that the Force under your Direction will be employed so as to
produce all the Effect which can be reasonably expected from
it We do not intend to be very particular in our Instructions
to you, it might injure the Service you will endeavor to annoy
the Enemy all in your Power, you may think proper to run out
at times, And to the Southard and Northward of the Capes,
act in this as your Judgement and Discretion may lead you
If you should make any Captures it is desirable for several
Reasons they should be sent into this State Advise us frequently
of your Situation To Como Grason
Basil Wright a Private in Capt. Campbell's Compy of
Matroses, being in a very weak state of Health he is per-
mitted to go into the Country for one Month from this Time

In Council Annapolis 9 March 1779
Sir.
Capt Joseph Trippe will deliver into your Custody 5 Pris-
oners taken by him on his Voyage from Boston to this Bay;
you will therefore take the proper Steps to secure them 'til an
Opportunity offers to send them to a proper Place of Confine-
ment.

In Council March 9th 1779
Gent of the General Assembly
The Depredations lately committed on our Trade by a
Number of small Privateers about and within the Capes has
induced a Number of People with the Assistance of a few
Matrosses from Baltimore to man the Galley Conqueror,
which has been put in fine Order and we have the Chester
ready to join her, with Intention they should be employed
about the Capes for the Protection of the Trade. We have
Expectations that the Virginia Force will act in Concert. It
was proposed by the Gentlemen who have subscribed their
Money to give the whole Prizes if any should be taken, to the
Captors: we had not Power to do so, but as there is no great
Expectation of taking any but Privateers and thinking it
