The Governor & Council have not been able from the Diffi-
culty of getting Men in the Marine Service to make the Gal-
lies answer their wishes or Public Expectation; the Reason is
obvious enough to Men of Business in the Mercantile Way.
The situation of the Trade under every exertion necessary and
the Governor and Council are willing to use every Power they
have towards Protecting it. From the whole of the
Conversation with Mr Smith, Mr Purviance, Mr McClure and
Capt. Nicholson the Governor and Council entertain an
Opinion that the most effective Force that can be soon
put in Motion will be two Gallies with a Tender and
perhaps an armed Vessel of 10 or 12 Guns. The Governor
and Council cannot fit out the two Gallies and Tender
without 50 Hands (about half of them Sailors) 60 would better
the Service by all the Difference. If the 50 hands can be fur-
nished, for three Months by the Gentlemen in Baltimore on
Private Expense the Gallies & Tender will be soon ready and
shall Cruse just within the Cape with Liberty of turning out
a little way occasionally. The Governor & Council are per-
suaded a fine going Sloop or Brig of 10 or 12 Guns in Com-
pany with the Gallies would greatly contribute to the Success
of the Scheme and to promote as far as they can the fitting out
such a Vessel, they are willing to furnish Flesh Provision for
her for three Months at the Cost of it to be paid for unless as
they hope the General Assembly should agree to make a pres-
ent of it. It is to be understood that the fitting out a Sloop or
Brig though very much wished is not designed as a Condition
to sending out the Gallies
