Sir
The Attorney General just now gave us a verbal Account
of the Proceedings against the Friendship. We received by
the last Post a Letter from the Marine Committee on the Sub-
ject of that Seizure which we laid before the Assembly. As
we understand the Forfeiture is adjudged for the Benefit of
the State only and the whole Cargoe has been paid for by the
United States, we are inclined to remit the Forfeiture of the
Vessel and Cargoe and therefore wish no Order may be im-
mediately made for the Sale of either. You will oblige us by
ordering the Register to send us a full Copy of the Proceed-
ings as soon as may be.

We inclose you a Copy of the Act passed yesterday, by
which you will regulate your Conduct in your Office. Wher-
ever Vessels are cleared with any Articles of Provision under
the Orders of Congress or any Committee of Congress, you
will mention the Order in your Clearance, in your Permit and
in your Books and advise us from Time to Time of your
granting such Permits as we may, if we have Suspicions
of any indirect Practices, be ascertained by the Congress or
the Committee under whose Order the Matter is said to be
