[Circular to Naval Officers.]

Circular In Council Annapolis 12th Septr 1778
Sir.
We yesterday received a Resolution of Congress, of which
the inclosed is a Copy The Recommendations from the
Eastern States, we expect, will be laid before this Board and
Permission obtained from hence for the lading provisions
agreeable to the Recommendation & Resolve before any are
suffered to be taken on Board and to prevent, as far as may
be any Frauds and at the same Time give the best Security
to those who are allowed to carry Provisions to the Eastern
States against Captures. We request you will indorse your
Certificates of the Clearance of such Vessels on the Permis-
sions which are granted here, keeping a Copy of such Per-
missions in your Office for your Justification

In Council Annapolis 12th Septr 1778.
Sir.
Yours of the 31st last, reached us to Day. Our former
Letter, we hope, prevented your going on in Purchases for
the Continent. We hoped that there would be no Occasion
for extraordinary Exertions to procure Provisions for the
Army and, from Colo Blane's Letter, which we received this
Day, we have the Satisfaction to find that the Quantity of
Beef already purchased is abundant. Your very commendable
Activity has greatly obliged the Public and us and will be the
strongest Inducement to request your further Favors, if the
Public should need your Assistance.

of the Sloop Mercury mounting 11 Carriage Guns, 4 Swivels
and 16 small Arms 60 Tons burthen navigated by 45 Men
belonging to Isaac Vanbiber & others John Winning Comr of
the Sloop Fly, mounting 10 Carriage Guns 10 swivels and 20
