of the Council of Maryland, 1778-1779. 201

might be engaged for 3 years or the War; we wrote General
Washington, requesting he would grant an Order for Money
for the Purpose; by his Answer, the Money supplied by the
Treasury is barely sufficient to pay the monthly Abstracts and
contingent Expences and, if the Military Chest could afford it,
he could not order the Advance, without the special Order of
Congress.
The Object seems of Consequence to us and is approved
by General Washington. Pray endeavour, by some means or
other, to place 20000 Dollars in General Smallwood's Hands,
for the Purpose of discharging the State Bounty of 40 Dollars
to the Drafts and Substitutes for 9 months at Camp, who will
inlist for 3 years or during the War We congratulate you on
Genl Sullivan's Retreat which in our Idea is a Stroke of
Generalship attended with good Fortune We are &ca
