[Council to Baltimore Naval Officer.]
Annapolis In Council Septr 8th 1778.
Sir.
Colo Wadsworth, Commy Genl of Purchases, writes to us
that "two Vessels, (Bermudians) lately sailed from Baltimore,
whose Cargoes have been mostly Flour, Bread & Corn, and
it is believed much Flour has been smugled out notwith-
standing the Embargo." We esteem this a Matter of so
much Consequence that we have directed Capt Mathews to
proceed up the Bay in one of our State Boats and to bring
those Bermudian Vessels into this Harbour if they have left
your Port, for further Enquiry, if not, that he may wait on you
with this, that proper Steps may be taken, if there are any just
Grounds for this Information

[Council to Matthews.]
In Council Septr 8th 1778.
Capt. Mathews is directed to proceed up the Bay & if he
meets any Bermudian Vessels outward bound from Baltimore,
that he bring them into the mouth of this Harbour and to
desire the Masters to wait on the Council. If he should not
meet any, he is to proceed to Baltimore and to deliver the
Letter to the Naval Officer & to return as soon as possible.
