Adjudged that Petitioner was not a Vagrant and therefore
discharged him accordingly which Adjudication in the
Opinion of this Board is and ought to be conclusive in favor
of the Petitioner Wherefore the said Petitioner is according to
Act of Assembly hereby discharged.

In Council Annapolis 23rd May 1778.
Sir.
Complaint is lodged with us against your Adjudication of
Richard Beck as a Vagrant; his Complaint is recommended
by a good Many People of the Neighbourhood, some of them
very respectable. We are unwilling to discharge any Body
without being fully satisfied of the Propriety of doing so; we
therefore request you will transmit us the Proofs and Grounds
on which you formed your Judgment, as soon as possible.

In Council 23d May 1778.
Sir
The Bearer Mr Richard Arescott, will deliver you £300,
which we have drawn for the marching Militia. The Com-
pany from Annapolis set off this Morning; we hope enough
will soon be collected at the Head of Elk to enable Genl
Washington to draw the Force under Genl Smallwood, to
Head Quarters. We hear, tho' we are not certain of the
Truth of it, that Genl Washington has detached 5,000 to the
Lines, he much wants his Regulars. You may send your
Militia without Arms, we having ordered 700 Stand to the
Head of Elk. As Clows is not gone, you may want your
Arms. We inclose you an Order to draw out a Scout of
Militia and you are to put it under the Direction of what
Officers you think proper; if a longer Continuance of the
Scout should be necessary, you'll advise us, that we may con-
tinue it; you have also an Order inclosed for Provisions, the
Bacon had best be used; have an Account taken of what is
used & recommend as much Frugality as possible.
