Mr Colliers Whereas by an Act of Parliamt made in the 15th p. 216 Navall Officr year of King Charles the Second, intituled an Act
for the Encovragemt of Trade, amongst other things & Riding it is Enacted for the better prevention of ifrauds, Surveyr of That all Masters and Comanders of Ships and Ves the Coun- . . — tyes on the sells coming into any Land, Island, Plantacon, Eastern Shore Colony, Territoryes or places belonging to his Maty or his heirs and Successors shall make known to the
Governr of such Land, Island Plantacon &ca or such other per son or Officer as shall be by him thereunto Authorized and appointed And Forasmuch as upon Representation of the illegall & irregular Trade driven and carryed on by Merchants & others coming from Pensilvania & Tradeing here within this Province, it hath been thought expedient (for the better regulating that Trade and preventing such abuses for the future) to appoint a Riding Surveyor for the Severall Coun tyes lying on the Eastern shore, in pursuance of both which, and for the better Execucon of the afd Act and other Rules contained in Severall Acts of Par!iamt Relating to the Duty of a Navall Officer, as all so the severall Laws of this Province. I do hereby Authorize and appoint you the said Thomas Collyer to be Navall Officer for the Port of Williamstadt, as also Riding Surveyor within all the Limits & precincts of the ffive Counties on the Eastern Shore within the said Province, with full power & Authority to inspect, Examine & inquire into all such abuses committed and to take an Accot yearly what quantityes of Tobacco is made upon the ffrontier Planta tions lying nearest to the Governmt of Pensilvania afd And to the End you may better discharge your Duty in the trust hereby committed vnto you I do fully Authorize and Empower you to put in strict Execucon the severall powers contained in the aforementioned Acts of Parliamt Laws of this Province and the directions of two proclamations by me issued, the one bearing Date the 17th day of August instant, touching the Trade of Pensilvania & the other bearing date the 20th of the
