ment of shipping in their dispatch on their voyage, as We
have seene and heard: ffor prevention whereof, and that
instead of advanceing the trade of this Province according to
the tenor of the sd act, the same may not be impeeded &
destroyed for the reasons aforesaid, We have by and with
the advice and consent of his Lsps Councill considered and
thought fitt to declare publish and proclaim, that for the
greater Ease and benefitt of the Inhabitants of this Province,
and of the severall Masters Marriners, Mrchants and ffactors
tradeing here this prsent yeare, it shall and may be tolerable
for any the Inhabitants of this Province, (in case they have not
otherwise conveniencies of their owne) to agree and contract
with, and employ of any M'chant Master or ffactor any boate
Sloope Shallop or other vessell whatsoever, together with their
men, to lade transport and carry to such Townes and Ports as
aforesaid by the said Act appointed, and from thence aboard
their shipps all such Tobaccos wares and Manufactures as
aforesaid, as they shall desire or have occasion for, without any
loss damage Seizure fforfeiture or penalty by the sd Act pre-
scribed.
Provided alwaies that this Proclamation and the Toleration
therein given be approoved off and confirmed by his Lsp: the
Rt honble the Lord Propry of this Province, and the Two houses
of Assembly, of the next Generall Assembly to be holden for
this Province: Which wee doe also by and with the advice and
consent of his Lsps Councill hereby promise and declare we
will in behalf of the Inhabitants aforesaid humbly moove to his
Lsp: and become humble Suitors together with the two houses

valid to all Intents and purposes.
Given at the City of St Maries undr the greate Seale of this
Province the 25th Day of November in the Tenth yeare of the
dominion of the Rt honble Charles &ca Annoq Dmi: 1685:

receipt from the Governr of Virginia (viz.)
