Then produced and read a Lettr from the Lord Effingham
(viz:)
Gentlemen.
The Letter which you sent me by Mr Hill and Mr Under-
wood, wherein you desire that Coll George Talbott who hath
committed the late horrid murdr on the body of Mr Christo-
pher Rousby might be returned to the Province of Maryland,
to be proceeded against there, according to Law, I have com-
municated to the Councill, & have likewise heard what Coll
Talbott, and those Gentlemen impowered by you have offered
in that behalf, the particulars being too large to insert, I referr
you to those gentlemen for your knowledge thereof, my Self
and the Councill haveing duely and maturely considered the
ffact, in all its circumstances, doe think it not warrantable to
comply with your desires in sending Coll Talbott (being now
in his Majties Governmt of Virginia) to your Province; The
ffact being committed on the body of one Comissionated by
his Majtie and on Board his Majties Ketch, but to deteine him a
prisoner here untill his Majties pticular commands be knowne
therein, which shall be forthwith most humbly desired.
Gentlemen
I Recommend to your Consideration, that if there be not an
Officer qualified to receive his Majties Customes of one penny
p pound within your Province, that you take care, that an
honest and able pson be Immediately authorised as farr as in
you lyes that his Majesty receive noe further detrimt by this
unfortunate accident; and likewise that if his Majties Commandr
of the Quaker Ketch should in the discharge of his Duty in
detecting unfree shipps & uncustomed goods want assistance,
that you will order him such aid as will be necessary for the
pformance of his duty upon his application to any Magistrate
in your Governmt I am Gentl
