Ordered as yesterday that a Letter be writt to the Lord
Effingham Governor of Virginia to demand the delivery up of
Coll Talbott to this Governmt for his tryall &ca wch was accord-
ingly done as foll:

Councills Letter to the Lord Effingham in demand of
Coll. Talbott.

Maryland Novemb 5th 1684:
Sr
The late horrid murdr committed on board his Majties Ketch
in Pottuxen River within this Province on ffriday night last
upon the body of Mr Christopher Rousby his Majties Collector
by Coll George Talbott of this Province a Prisoner now on
board the said Ketch, We doubt not will reach your Eares
before this can n possibly reach your hands, and is the motive
of this trouble to your Exncy by the two persons herewith
entrusted, to whom please to give all faith and credence, and
accept of their address, The occasion whereof we recommend
to you in manner following (viz:)
Soe soone as wee had rec'd: the Information Wee did (as we
conceived our selves in Duty bound) issue out warrants for
the apprehending the Murderer, and being advertised that he
was deteined a prisoner on board the Ketch, did some of us

psonally goe on board the Ketch, and make demand of the
prisoner to be delivered up to Justice, but the Commandt
Capt Allen peremptorily refused to deliver him, affirming that
by his Commission and Instructions he was upon all occasions
to apply himself to your Exncy for orders and directions how
to proceed, and accordingly hath taken the prisoner away in
pursuance of his said Commission and Instructions.
