should every moment receive orders from Congress, — but no
such orders have yet come to hand. It is true Mr. Chase
wrote to Mr. Quynn to apply to the Council of Safety to send
relief to the head of Elk, for the sick and Stores belonging to
this State. We immediately engaged craft for that purpose,
but before they sailed Purviance advised us that a sufficient
number were engaged at Baltimore. By letter from Mr.
Chase to Capt Nicholson which was just now handed to us we
observe that seamen are much wanted to man the Frigates
and in consequence thereof we have ordered Captn Cooke to
proceed with all the men that can be spared from the Defence
to Phila and there to receive the orders of Congress. We
have not received a scrip of a Pen either from Congress, our
Delegates, or any one of them, relative to the assistance men-
tioned to Colo Ewing, Mr Quynn or Captn Nicholson and we
cannot help observing to you that applying to individuals who
necessarily must apply to the Council of Safety from whom
their power must be deputed before they can act is losing of
time to say nothing of the want of respect to a Body of men
with whom the Executive Powers of the State are entrusted.
P. S. Inclosed you have the letters we have sent to the
military Officers, and doubt not but they will do every thing in
their Power to have their men in readiness to march to Phila-
delphia or any other place they may be ordered to.

B. City Dec. 15th 1776.
Gentlemen.
I recd yours pr Colo Ewing and have given the necessary
orders, to the militia to hold themselves ready to march at
short notice. I am ask'd by the militia how they are to be
provided with Tents, arms, Baggage waggons &c. it woud be
necessary to let me know how they are to be procur'd, if
those necessaries are not provided before orders are given for
the militia to march it will retard them much.

Council met. Present as on yesterday, except Mr Jenifer.
Ordered That the Western Shore Treasurer pay to William
Lloyd forty five Shillings.
That the said Treasurer pay to John Mcfadon fifty two
Pounds one Shilling and three Pence.
