[Council to Dr Wallace.]
Sir.
We have received your favor of the 19th Augt with the list
of medicines, shop furniture, Instruments &c belonging to this
State which you carried with you from hence for the use of
Col Smallwoods Battalion. We should have been glad to
have had a return of the medicines &c from Philadelphia as
we have little to depend on besides what you had, but imagine
Congress had not provided any & that you were reduced to
the necessity of either attending the Battalion without medi-
cine &c or of not paying that attention to our requisition
which we expected. We have commissioned you Surgeon to
the Battalion & appointed Mr Francis Neale your mate he will
be with you we hope before this reaches you.

Gentn
We inclose you a Resolve of Convention agreable to
which you please conduct yourselves. The alterations in the
measures arises from the great Difficulty of furnishing the
Troops in Time. It is thought they cannot reach the camp
by the first of December, and the Convention have come into
a Resolution to raise Eight Battalions of regular Troops to
join the continental Army and serve during the War.

We have heard of your Return into this Country these six
weeks and we are also informed that you are loading out and
intend to sail again soon for the foreign West Indies. We
expected from thence a valuable Cargo in your vessel in
return for that sent out but have neither received an account
of your arrival there sales of your Cargo or what you have
brought to America in return. As we cannot doubt but that
