& extorting from his Clerks unjust fees for their Commissions
directly contrary to his own Commission and Instructions

3 Unreasonably and Unjustly demanding of Iohn ILewellin
William Taylard & other Clerks Commissionated & employed
by the convention of this Province under the late Revolution
to be accountable to him for the Perquisits and profits of their
places since the date of his Commission which is also contrary
to his Commission which Constitutes him Secry only during
his residence in the Country

4 Presuming at Councill Board to protest against the Act
of Assembly and an order of Councill concerning Officers
Fees notwithstanding assurance given him to recommend &
refer the same

5 Displacing and turning out severall County Clerks

capable and duly qualified for those places without any
grounds or reasons for so doing contrary to his Commission
& Instructions and putting in their Rooms persons altogether
uncapable & no ways fit for the same upon meere mercenary
sinister ends.

6 Slighting and not taking notice of the request and de-
mand of the Governor and Councill to Suspend one of his
Clerks for open Contempt to the Government and their Maj-
estys Authority but still Continuing him in

7 Consorting and Associating himself with none but Papists
and others their Majestys Enemies countenancing aiding and
cherishing them only at this Iuncture, and ever since his
arrival to the betraying of the Government, nothwithstanding
advice & Order to the Contrary, against his Oath and the
Duty of his Place
8 Removing and taking out of the Office and Carrying to
his own Chamber the Records of the Province, and making
such Private Use thereof for his own Sinister Ends as he sees
fit in direct Opposition to an Order of Governor and Councill
for those Records to remain in the Office

9 Taking from thence and wholly embezzling some of the
same records particularly the Iournal of the last Assembly
filed there by the Clerk according to Law against his Oath
and the Statute
