Upon the Enquiry made of some Persons of the honble
Councill what I knew as to the Licenses of Ordinary Keepers
I can only say that the Ordinary Licenses were paid to the
Secrys sometime after the Year 1671 or thereabouts for then

did T keep an Ordinary in my House that was afterwards

burnt & about that time my Lord received the Licenses and
sent Coll Darnall to me to demd the same and told me that
my Lord had been very civill to me in letting me keep ordi-
nary so long without paying any thing to his Lordship but
afterwards my Lord as I understood had a mind to have the
Fees of the Shipping to himself and took those fees from the
Secrys and in requitall of the same did gratify the said

Secretrys with the Licenses of the Ordinary Keepers, which
was by Act of Assembly as may appear by a certain Law set-
tled upon his Ldshp and by virtue of Exco and my Lords Grati-
tude to the Secrys it was hitherto paid to them—Secretary
Calvert was the first Secretary that received the same

Then came the said Garret Van Sweeringen of the City of
St Marys Gent and made oath to the Contents of the above-
written before us

The foregoing Letter to the right Honble the Lords of the
Committee of trade and plantations together with the severall
foregoing depositions and papers inclosed under a Flying
Seal were altogether inclosed in the following Letter directed
to Mr Peter Paggen Mercht in London by Order of his Excel-
lency the Governor and Councill

Jnclosed you will receive a Letter from his Excellency the
Governor and Councill of this Province to the right Honble the
Lords of the Committee of trade and plantations which I was
ordered to send you under a Flying Seal for your perusuall,
the Contents whereof you will perceive to be matter of Com-
plaint against the irregular proceedings of St Thomas Law-
rence their Majestys Secretary here upon his first entrance
into his Office when you have fully perused and considered
the same please to close it up and deliver according to direc-
tions and if Occasion be, you are desired to appear in the
further management and prosecution thereof against the said
