Whereas Your Majesties have of your Princely Grace and
Favor taken this Province into your immediate Care and Pro-
tection, and have also thought fit to nominate appoint and
advance Us your most Loyal but unworthy Subjects, to so
great honour and Dignity as to be of Council for your Maj-
esties to your Governor here, We have according to our
bounden Duty employed that small Talent it hath pleased
Almighty God to bestow on Us in yielding him the best and
most wholesome Advice Our poor and mean Capacities will
admit of, or We can any ways contribute towards the settling
laying and establishing the Fundamentals of his Government
originally and principally consisting in & proceeding from a
due and prudent Choice and Constitution of his Council; wch
(according to Your Majesties Commission and Instructions,
communicated unto Us) We humbly conceive he hath Power
to alter rectify or change as in his Discretion he shall see fit
and convenient for Your Majestys Service & the good Gov-
ernment of this Province Wherefore We being deeply &
thoroughly informed and in our Consciences sufficiently well
satisfied of the most malignant violent turbulent humour and
Disposition of Mr James Frisby One of the Persons nominated
for your Majestys said Council, to be wholly repugnant to
your Majesties Service and Interest, and destructive to the
very Root and Foundation of Government plainly and suffi-
ciently made appear and demonstrated not only by his abetting
aiding and adhering to your Majesties most known open and
professed Enemies here in Opposition to those who for your
Majesties Service upon the late Revolution did first take up
Arms to assert and maintain your undoubted Right and Sov-
ereignty to this Province by his most impudently and pub-
lickly appearing for & abetting that Party at home in the
Defence and Justification of their most treasonable and rebel-
lious Practices and Attempts here, but also since his Return to
this Province strictly pursuing and manifestly declaring his
innate Venom, Malice and Disaffection to your Majesties ser-
vice and Jnterest here, endeavouring what in him lay by his
most impudent false & scandalous reports, lyes and Sugges-
tions in Derogation and Defamation of your Majesties Gov-
ernor and Government here, and to amuse and disturb your
Majesties good Subjects, and to alienate disswade and divert
them from their natural and propense Obedience to the same,
and in fine to unhinge if possible the whole frame of Govern-
ment here, since he cannot effect & bring to pass his most
damnable wicked Designs and Desires of introducing and
reestablishing the late Popish Government and Interest of the
Lord Baltimore, whereby to raise and advance himself to that
