speedy notice thereof and of all your proceedings, and the con-
dition of Affaires within your Government for our Information
and Direction. Provided always that you do not by Colour of
any Power or Authority hereby given you Commence or
declare War without our knowledge and Command therein,
except it be against Indians upon Emergencies, wherein the
consent of our Councill shall be had, and speedy notice thereof
given unto Us.
Given at our Court at Whitehall the 26th day
of August 1691. In the third year of Our Reign

I conceive that the 12d per Hogshead setled by the Consti-
tution of the Country upon the Governmt for the support of
the Governmt since the disability of the Lord Baltemore & the
vacancy was due to thr Majties & is now due to the Governmt
placed in by them as a perquisit to the Office And that for the
said duty as a debt due to thr Majties there may bee an extent
out of the exchequer Or their Majtie may please to order that
the goods may not be discharged at the Custome house before
this duty pd
