From 1899 to 1910, the Second Branch was composed of nine members, including a President who was elected by the city at large. The city was divided into four districts (made up of six wards each), and each district had two members. Council members served four-year terms, but their terms were staggered, so that one member from each district was up for reelection every two years (half of the first council under this system served only two years before having to run again). District 1 was made up of Wards 1-6; District 2 was Wards 7, 8, 9, 12, 13, 15; District 3 was 10, 11, 14, 16, 19, 20; District 4 was 17, 18, 21, 22, 23, 24 [Second City Charter, Laws of 1898, Chap. 123, Sects. 209-216]. After 1910, all members were elected at the same time. In 1915, District 5 was added, and District 6 was added in 1919. Both had only one member.
